Steven Goad has professional interests covering Continuous Process Improvement/Lean Six Sigma (CPI/LSS), Reliablity, Flight Testing and Aeronautical Engineering. As both an active-duty US Navy officer and a civilian, Mr. Goad has been involved in many aspects of naval aviation, including flying experience in over 50 type/model/series of aircraft as a Navy Test Pilot, and working as an engine project officer, as a civilian test pilot and airworthiness administrator. His teaching experience includes CPI/LSS training and coaching.
A civilian employee of the US Navy since 1995, Mr. Goad currently works at the Naval Air Warfare Center, Weapons Division, in China Lake, CA. As a CPI/LSS Master Black Belt, he works as an instructor for Yellow Belt, Green Belt and KAIZEN training, coaching Six Sigma Black Belts and 6+ Green Belts and assisting the overall AIRSpeed deployment at China Lake and Point Mugu.
As a Range Support Aircraft Program Manager and Chief Engineer at China Lake from 2001 to 2004, Mr. Goad was responsible for the overall effort to recapitalize VX-30 NP-3D and DC-130A aircraft inventories, working over a staff of seven to help replace these aircraft with new and re-hosted mission equipment. He helped to develop sponsorship agreements to fund the development of replacement Range Support Aircraft to support both Sea Range and Targets Competencies. Prior to 2001, he worked in Configuration Control, as a civilian test pilot, as a Clearance Control Officer, and as a Strike and Operations Officer, including a 30-month period of active duty during Operation Desert Storm, while an active-duty member of the US Navy.
Mr. Goad received his Masters degree from the Navy Postgraduate School, earning his Computer Systems Management subspecialty degree in 1989 and his Aerospace Engineering Systems subspecialty degree in 1981. He earned his Bachelor of Science in Engineering Physics in 1972 at the University of Oklahoma and did postgraduate research at MIT (1972-1974) and Princeton University (1982-1984).
